I have managed to re-create a snowfall of sorts from within Vegas using a black backround, add noise filter, a bit of tweaking, keyframing movement, and masking over the vid. ( The Veg is posted on the veg sharing site on Sundancemediagroup.com, though you will probably have to work on it a bit to make it more realistic...).

A good programme to check out is AlamDv for lightning, fog etc using specific plugins (see Alamdv.com...)

V4 has pattern generators that might work well for most of these effects... a rainbow might be made with the gradient generator.

I use digital juice. They have a weather disc that has lightning, rain, snow, ect.
