Weird Vertical Line When Editing

I am currently using Sony Vegas Pro 14 and every time I edit a video, this vertical line will appear when the video is moving vertically. I am using clean footage (mp4) and have tried everything but I am honestly stumped. This has been happening to me for a while now and has been hindering my work. Please if anyone is willing/capable of helping me with this problem, please let me know what I can do.

Start a new project. Use just one piece of the media you are using that shows the vertical lines. Are the lines still there?
