What are the best DVD settings- progressive video

I shot an entire project with HD 60p footage. I've made my MP4 streaming versions which look great, bluray versions that also look great. Now I need to make a DVD version and the footage looks crappy if I change the project properties to DVD - upper field first settings and render out a MPEG-2 file with those settings. Am I better off rendering out a 24p progressive version and just making the DVD's 24p on playback? Or do I leave my project settings progressive and still put out a 720 x 480 upper field first interlaced MPEG-2 file?

It's been a while since I have worked with MPEG-2...

I would render in Vegas to 29.97i DVD Architect template.
That's the closest valid DVD format.
Be sure resampling is off for all 60p footage.

I got good results with these Project Properties and Render Settings. I rendered with No Resample and Smart Resample and they looked about the same on a computer monitor.
