Get a Matrox Digisuite card.
Install it.
Capture from a DigiBeta deck using it.
Open and edit the files in Vegas.

Once I get the DigiSuite card I must save as AVI uncompressed, right? Does vegas support 4:2:2 sampling

With a Digisuite LE, you can capture and render at various quality settings from uncompressed all the way down to offline rez. Cruise over to the CreativeCow.net Vegas forum and hunt down Timothy Duncan- he can likely answer all your questions.
