That is an automatic option used by the Forum software. It means I can choose to ignore any posts from you. Just because it's there doesn't mean you have offended anyone. If someone clicked on it it would mean, someone was offended ;)
If you want to see it use, just search this forum for "ignore this user," you'll see when and where it was advocated.
I must admit I had the same shocked moment myself a while back.... for some reason I had missed it being there... and just noticed it (probably just like you did) right next to my name when I was looking at a post I had made. It took me a while to realize that it was a toggle that allowed people to choose to ignore posts from certain people
I actually think the toggle should be more obvious than it is... as you are not the first person to be confused by that feature and to post a question asking what it meant.
Instead of saying "(Ignore this User)" it should probably say something like "(Click to Ignore posts from this user)". ALthough that is a little "wordy" I guess.
Some people do not want to hear(or read) what is real. Some people think that they know everythink and everyone is not woth their time to responde.

I don't think this thread (or my post) was meant to be in any way offensive to anyone in particular but I guess that there are just all types of people in this world who can take offense at the most amazing thngs. What a cool place we live in... wouldn't have it any other way!
