What happens when you use standard ntsc

Hello upon using NTSC Standard as my project it is 720x486.
But when I go to mpeg2 it must be 720x480. Sonic: can you confirm, the mpeg2 encoder should chop off 3 pixels on the top and 3 on the bottom. I sure hope this is the case; i hope it doesn't scale it because otherwise it would be distorted.

Because the pixel aspect ratios are the same, and the widths are the same, it will add black lines to the top and bottom as needed, no scaling.
