what is a good photoo editing program?

i need to know how to make good cropped photos for my videos, like, lets say i want to do freeze frame, but just a single object floating. Please, give me some IDEAS!!

I use MS Paint all the time for very basic stuff like resizing and cropping.

Try Sagelight. Imports RAW as well as other formats. Great features to enable quick brightening of shadows etc.
