Can't answer that as my monitors are 1920x1080 pixel resolution, but probably it will affect those who using 4K resolution.

From the manual:

A new preference is now available in the General tab of the preferences dialog for an alternate High DPI mode, which may improve the High DPI experience for users who have multiple monitors that have different scaling levels set in Windows.

For example, one monitor at 4k and another at 1080. Helps keep relative size across those monitors. I don`t have multiple monitors so cant check it.

not sure, but unfortunately it doesn't fix my old scaling issue I'm having. 4K screen running on 175%:

'use high DPI scaling' ON

please note the 'render options' hiding the 'save as' filename!!

'use high DPI scaling' ON + 'use alternate High DPI settings'

my current Win10/64 system (latest drivers, water cooled) :

Intel Coffee Lake i5 Hexacore (unlocked, but not overclocked) 4.0 GHz on Z370 chipset board,

32GB (4x8GB Corsair Dual Channel DDR4-2133) XMP-3000 RAM,

Intel 600series 512GB M.2 SSD system drive running Win10/64 home automatic driver updates,

Crucial BX500 1TB EDIT 3D NAND SATA 2.5-inch SSD

2x 4TB 7200RPM NAS HGST data drive,

Intel HD630 iGPU - currently disabled in Bios,

nVidia GTX1060 6GB, always on latest [creator] drivers. nVidia HW acceleration enabled.

main screen 4K/50p 1ms scaled @175%, second screen 1920x1080/50p 1ms.

My main monitor is a 27" 4K and the second is a 27" 1440p, if I leave "use alternative ..." unselected, at this stage all looks fine, including preview on external monitor. If I select "use alternative ..." then using preview on external monitor the video scale is zoomed right in.
