What template should I select??? NTSC DV, PAL, Widescreen...etc etc

I dont even know the differences between those templates!!! All I understand is that they have different resolutions and frame rates.

BUT, I want to know which selection is most suitable for making a VIDEO CD, that can be used in all types of hardwares, PC, DVD-Player, VCD Player. etc. And that can be used in all types of monitors or TV screen.

Like one of those movies in CD where you buy from stores.

You need to know the TV standard. In the US it is NTSC, in parts of Europe it is PAL.

The movies you buy from the store are DVD. This is different than a CD. Do you have a DVD burner or a CD burner?
