Update to build 315 and report.

Build 108 is the release build and has been updated 5 times since 108. Try updating to the last build - 315 - and get back to the forum if the problem persists. For what it's worth, I've had no problem in opening Vegas Pro 21 on Windows 11 24H2.

Same here using build 315. However a fresh install of Win11 24H2 will give rise to the missing ac3 codec problem. But that shouldn't cause a crash.

I'd try 208 given the various decoding issues with 315, but if 315 works better for you, great.
