I want to reinstall Windows. But I want to save absolutely all the settings and presets of Vegas Pro 14 in order to insert them into the newly installed Windows and Vegas Pro. Where can I find the location of all these settings?

It is interesting that some of the text used in the OP's Vegas Pro 14 seems to be in Russian. It seems that the OP's YT channel is https://www.youtube.com/@KonaloboStudio/featured which 'Channel Details' shows as being hosted in Russia, the channel credits the NLE used as being Vegas Pro 14, and the forum avatar is in the style of animated characters in that YT channel.
The problem is that from https://www.vegascreativesoftware.info/us/forum/error-vegas-pro-19--134312/#ca837606 in February 2022, a Vegas staff member stated:
VEGAS does not support Russian. If someone is using a Russian version, it is cracked.
... and:
We do have a Russian sales site, but the application itself is not localized for Russian.
I don't know the answer definitively, but my recommendation would be to save the "VEGAS" folders in "Program Files" and "Program Files (x86)" to an external hard drive (and make a note of which folder belonged to each area) before reinstalling Windows. Once you reinstall Windows, I would assume if you moved the folders back to their respective places that the presets should show up. Again, this is completely hypothetical and merely an educated guess on my part. I hope this helps!
