Are you in a PAL or NTSC region?

I'm in PAL land. But that doesn't matter in the this regard.

When burning a DVD straight from Vegas, can I use the "PAL DV WideScreen" template? When I use widescreen template I get terrible wavey interlaced affect.

Footage is 1920x1080 upper field first.

No you can't.
There is no choise at that PAL resolution, your only possibility is mpeg2 widescreen PAL, no matter what project template you have choosen.

When I choose your template I get terrible interlacing waves (not combing) When I use a template without widescreen then only is it acceptable.

In the project properties – which deinterlace method did you select?

If it is "None" then select "Blend Fields" or "Interpolate Fields". Selecting "None" is a no-go for interlaced projects in some cases as frame scaling.

I did the worse thing ever by filming interlaced. They should remove that option from cameras.

No don't remove it.  In PAL land shooting anything with sideways fast or close motion is much better with 50i than 25p as the latter can be jerky.  Of course if your camera shoots 50p then use it as it should give better quality than 50i.  I've never had any problems shooting 50i but then I always deinterlace with "Interpolate Fields" to create 50 frames.  Blending Fields just results in blurred jerky motion.
