Explain? Are you talking about a wipe transition with a picture or animation of a whirlwind as the catalyst or a transition in which scene A distorts, breaks up, and reveals scene B?

Did you consider the Swirl Video FX? I'ld try to overlap the two events with a fade and add the Swirl on both events. Is this what you like to achieve?
