This is because the maximum bitrate for DVD is 9.8 Mbs.

If you want it to play on most newer players you shouldn't go over 8 Mbs.
If you want it to play on most older players you shouldn't go over 6 Mbs.
These are general guidelines, and shouldn't be taken as exact limits.

I have been using max (9.8Mbps) on my DVDs, and they play on
without any problem on my (Sony) DVD player - I didn't know anything over 8Mbps could cause a problem on other players!!

9.8Mbps is the maximum total of the audio and video combined. All DVD players are supposed to be able to play discs at this rate but, in the real world, the maximums are considerable less, particularly with burned discs.
