Why is my snap to grid greyed out in options?

Hi all,
I'm trying to nudge a (2nd camera w/ no audio) video clip over a frog hair to sync w/ the audio but it seems I can't turn off snapping..."Enable Snapping" is de-selected under options but "snap to grid" and "snap to markers" are both greyed out. Can someone please tell me what am I overlooking?

...ummmm... if "Enable Snapping" is off, wouldn't that override "Snap to Grid," and "Snap to Markers?" I think they SHOULD be greyed out until you turn "Enable Snapping" back on, right?

ummm, well yeah but uh...okay I'm too stupid to live but let me explain: I tried to drag the clip and couldn't match it up so I de-selected "Enable Snapping" thinking that would overide any kind of snapping but I guess uh...
I started to try to just let this thread die when I realized what had happened but did want to thank you B.

You may still have Quantize to frames enabled. I believe this overrides the snapping setting.
