Why is Vegas Pro 21 lagging so much on playback/crop for this file?

Vegas feels like a dice roll on which codec types it will run smoothly with and which ones lead to problematic choppy playback.

I had a screen recording from an iPad, you can read codec specs here.

It will run a bit okay when just leaving it there however it imports vertically in despite that I recorded horizontal and once I try putting event/pan crop to it the program lags insanely to the point where simple controls take roughly 7 seconds to load for each command. Playback becomes totally out of the question.

My PC specs are generally good for any other program I run:
- Intel i7 4core 4ghz
-32gb of RAM
-GTX 1080 founders edition
-SSD drives

List of things I have tried:
-Raised dynamic ram preview up to the highest it would allow me to go
-Disabled resampling
-Tried adjusting playback rate to match project rate (29.97)

If there are any menu settings I should look at or perhaps a codec pack that I should download those recommendations would be welcome.
