Why isn't "Pan/Crop" smooth?

If I set a key frame at the beginning and end and have a simple movement between the two, the text/image starts slowly, then speeds up. I've tried all the keyframe settings, and it doesn't matter. In theory, the clip should start out moving and maintain the same "speed" to the next keyframe. The way this works now, it's like it has to build up speed, so the initial movement is "STOP" and then it slowly builds up speed. Is this normal?

There is a smoothness setting for keyframes. It defaults to 100%, which means it gradually accelerates from one keyframe to the next rather than moving linearly. Change the smoothness setting of both keyframes to 0% instead to get the linear movement you want.
