Why video fx is only showing on half the video

When I apply a video fx (ie black and white, blur etc) The effect is only applied to the right side of the clip. Why not the entire clip?

That's a "feature " that you have selected in the Preview monitor. It allows you to see the before/after of the effect. Switch it off by clicking the appropriate Icon above the preview window.

And.. by the way... if you render the FX WILL be applied to the whole frame.
