Sounds pretty bad.... like the circuit you are on cannot take the power load. This sort of thing CAN be very bad for electronic equipment plugged into the circuit. I would recommend you at least install a basic UPS that you plug your editing PC into. At least that way your power levels to your PC will remain unaffected.

I have a UPS hooked up to my editing PC and all the external drives I use. I also have another one hooked up to the Network Attached Storage device I use (and the ethernet switch) . Basically everything that is critical to the editing / rendering process is covered by a UPS. You can never be TOO careful.

You want to find a plug that the AC unit is not hooked into or install a dedicated line or move your computers to another area and plug.

And to answer your other question, as long as Vegas doesn't crash this should have absolutely no effect on rendering. If it affected the operation of your computer at all it would probably hang completely or reboot.

Mechanically however, every time it happens it makes the power supply work harder for a few moments, generating more heat and wearing out faster. Probably this is a very tiny effect, but it could add up over the years and lead to premature burnout.
