It depends which ones... try a trial of VP 19 and you can see for sure. Useful ones like ColorFast 2 continue to work here. I keep 15 around for the Hitfilm ones that didn't carry over in case I need them some day.

If you are referring to the Ignite Pro package, version 4.1 or later is needed to work in Vegas Pro 19 (VP17 and 18 as well).

Currently, the following plug-ins do not work normally in Vegas 17, 18, 19.... : Boris Red, Vegas' built-in HitfilmVegasBasic, Ignite 4.0 and before / Legacy Hitfilm Plugins, Ignite Express, Ignite Movie Essential. (There may be other plug-ins.)

As far as I know, no. You can still keep VP15 and use the plugins and still upgrade to VP19/20/21.
