Is there any animated gif's or anything runnining in the background on the website while trying to play the videos?

You also need to apply streaming properties to the video file.

What are streamiing properties?
Rendeing at 256 kps/ 15 fps.
Plays fine on 4 out of 5 machines.
On one of our older machines and on the clients computer (or course) the image pretty much sucks, choppy, jerky etc.

What you describe sounds like an issue with the computer(s) being used and not with the media itself.

What are the specs like on the computers that have problems? Old, slow machines, slow disk, low color? Also double check to be sure you aren't having WM do 200% scaling on the video when it plays back.

If the machines are just old and slow, there may not be a lot you can do except reduce the requirements - go with an even encoding bitrate, lower resolution, etc.
