Is this a locked off shot or are there camera moves?
Does anything pass in front of the signs?

If it's a lock-off and nothing passes in front of the signs then it might not be too hard to mock up a matte in photoshop. Not too hard for someone with moderate Photoshop experience, that is.

Is there a way to do it in Vegas 5, for example with the text tool and clear background then cover the original words or blur the original and cover the blurred words?

I did something very similar about 16 months ago. I needed a banner on a gym wall showing that the team had won the championship. There were other banners on the wall, so I taped those. I then imported a single frame from that video into my photo editing program and faked up the new banner by using a combination of cloning and copying. I was able to find letters on the other pennants and banners that I could use.

The fake banner was perfect, but it was static.

I then saved the banner with a transparent background and put it on the track above the video. Since the original video was hand-held, I then had to spend about ten minutes painstakingly keyframing my banner so it appeared to stay in position on the wall. The final result was very satisfactory.
