Working on 24fps film's soundtrack in Vegas Video 3.0c

I should give you details of my project.
The original source is an edited 35mm. film that has been shot in 24fps format.
It was edited with Moviola (Flatbed Editing device) in 24fps.
The sound was recorded in 24fps on DAT and has been transferred to Magnetic 35mm. tape (or 17.5”) for editing process.
They have edited the A/B tracks (Dialogues) with Moviola.
Now I should create and edit the effects and Ambiences in computer.
So I have a Video copy of the final edited 35mm. film which was transferred through the Telecine device.
The original 35mm. film was running at 24fps speed during the transferring process and its video copy recorded in 25fps PAL format.
This Method can be called 24&1 and it involves running the film through the telecine at 24fps. In a manner similar to 3:2 pulldown of NTSC, one extra frame of video is created every second to create 25fps. So there is no longer a one-to-one relationship between film frames and video frames.
I have recorded the final edited A/B sound tracks (dialogues) at 24fps speed.
Now I want to re-sync the A/B tracks (rolls) to the captured video copy.
I have opened a PAL project in Vegas Video 3.0 and import the video clip (it has been captured with I-link in PAL format).
There is a standard pop-up leader in the beginning of the video. It was originally pasted to the source 35mm. film.
On the original 35mm leader I can count 15 frames between each flashed frames presenting numbers (from 11 to 3). So I should see and count these frames in my Vegas project.
I jogged forward frame by frame and find the first flashed number: “THE 11”, so I must count 15 frames forward to see the next number and I did so “THE 10”, now I count another 15 frames but the number 9 was not there. I can see “the 9” after 16 frames and when I zoom in the time line I can see two frames of “THE 9” not one frame (Like previous numbers) so I keep going forward frame by frame and count another16 frames to see number “8”, it is similar to number “9” I can see two frames of “8” in the zoomed time line.
Looking for number “7”, I count 15 frames forward after “THE 8” and find “THE 7”; there is a single frame of “7” on the zoomed Time line!

This is a cycle and I have checked it several times with many different systems. It is the proof of no One-to-One relationship between film frames and video frames but this cycle would not change and goes forever; I can show it like this:

(one flashed frame number) -15 blank frames – (one flashed frame number) – 16 blank frames - (one flashed frame number) – 16 blank frames - (one flashed frame number) - AND repeat again and again.

So because of this -“no relation between Film frames and Video’s”- I can not find the exact frame of the closing doors and impacts …etc.

I have imported the A/B tracks to this project and synced their pop-up 1Khz beep signal on the last number of the leader.

On the first look, there was no out of syncing problem between A/B rolls (containing dialogues) and the Video clip but its not accurate its not in-sync because of THE CYCLE and the ONE EXTRA frame in each second created during Telecine process.

I have edited effects on this project & tried to find the exact correct frame of each FX moment. Then I have rendered this Effect track and record it on a 35mm magnetic sound tape (17.5”) at 24fps speed.
Then I have checked it with the original 35mm film on Moviola in 24fps.
There were many accurate synced FXes but; unfortunately there were also many out of sync problems, all of those out-of-sync problems were between one to three frames back or forward from the sync points.

So after all I’m searching for an accurate and correct answer to solve those OUT-OF-SYNC points at the final final 24fps copy of my edited soundtracks.

I have found some answers:
1-Capturing the Telecine copy with capture card that supports 24fps capturing and editing in 24fps format. (Something like “Aurora Igniter Film” but its in MAC world)

2-Capturing the Telecine copy in normal PAL format and using some extra plug-ins to remove all extra frames and fields from it. (Something like Cinema-Tools or Magic-Bullet)

But I wish to find an answer in Vegas Video 3.0!
