XDCAM render setting on V10

I don't usually render to XDCAM, but a client is asking for it with video bitrate to 3k-5k . I'm using Vegas 10. What setting would I use to render to achieve a video bitrate of 3-5k? Thanks in advance.

I would ask your client if they mean 35 Mbps VBR since there doesn't seem to be a way of adjusting the bit rate in the Vegas Pro render template.

Bitrate 3k - 5k is ridiculously low and is not allowed as part of the XDCAM format.
Such a thing would be unviewable.
Even 5Mbps is way too low, by about six-fold.
Your client seems VERY confused about what format is being requested.
I would not think about going forward lacking a valid set of WRITTEN instructions.
