YouTube accepts full HD 1920x1080. Of course if your source video isn't full HD there isn't any point in upsizing.

But what if my end product is over their size limit and I have to compress? They recommend mpeg2 but they'll recompress it again on the way up. What codec would you use?

I've had good luck with x264 in Handbrake. Seems crisper on YouTube than MainConcept or Sony AVC in Vegas.
