Duplicate video track.

Use Cookie Cutter (Cut Away Section) on the top track. Resize the bottom track using Pan/Crop or Track Motion to zoom in on your subject.

Border color, shapes, it's all there.

Set key frames for your Pan Crop or Track Motion to keep the subject in the frame. It can be tedious.

yeah i do with keyframes but the sequence i do are really short and so if im in pan/crop and move the timeline i cant see if it fits right there.because in the normal video player the movie dont move ..can i do this at same time?when i use the timeline in pan/crop to set keyframes that the normal video player moves with it?
