Does anyone know why I get a shimmering picture whenever I zoom in or out of a picture?
While zooming the picture shows a rippling effect and I can't seem to eliminate this problem.

Are your source video clips shot in interlaced mode? The shimmering may be due to not properly de-interlacing your source video before zooming in or out on it. (If you intend to zoom in or out on your video, I recommend shooting it in progressive mode to avoid this issue.)
More details would be helpful.
Also, what quality setting are you rendering your video at? It should be set to "Best." The rendering quality setting controls which resampling filter (i.e., the zooming algorithm) is used, and there is a very significant difference in quality between them. (Set the rendering quality in the Project Properties dialog (Project/Properties.../Full-resolution rendering quality:).)
What type of picture are you zooming in or out on? If it is a still photo, what is its resolution? Does the photo have sharply focused lines within it? Is the shimmering uniform across the entire picture or is it more pronounced in certain areas, like where sharp nearly horizontal or nearly vertical lines exist? If rendering in "Best" quality does not solve your problem then you could also slightly blur your high-resolution photos before zooming in or out on them so there are no sharply focused lines within your photos.
I have been using Best for rendering process. The pictures I refer to primarily are pictures internet downloaded (needed for my programs) not necessarily pictures I have taken. Whenever I zoom in or out the picture shimmers noticeably. If water is part of the picture, it appears as rippling. I've tried using "reduce interlace flicker" which I understand may be needed for these kind of pictures but that doesn't help either.

The mode for rendering seems to have no effect. However it does appear that the photo's resolution may play a part as a lower resolution seems to have less flickering. Meanwhile the speed of the zoom has no appreciable effect except that a slower zoom merely shows a slower motion shimmer, not exactly the solution but thanks for your input.
I agree with OhMyGosh's suggestion to post an example somewhere (but it needs to be an example in the same resolution as you are using, not scaled down).
The speed of zooming question was intended to diagnose the issue rather than as a solution for it.
My guess at this point is that your pictures are too sharp and that the shimmering you observe when zooming has to do with aliasing artifacts. If so, the way to resolve that is to reduce the high-frequency content in your pictures before zooming, which can be accomplished by blurring your pictures *before* zooming them. You can do that within Vegas by applying a blurring filter... adjust the blurring to the least you need to just stop the shimmering. The amount of blur required shouldn't need to be so great that the pictures look bad or are illegible.
