  At this point it doesn't look like an issue specific to this footage. A regular PCM wav file with a solid black color as the "video" is also 4 frames off with a Mainconcept render to 59.94 whereas NVENC is aligned.

  Looks like something inside the process has make this media more contrast. I can confirm the differences. Developers has been informed. I also made a post about this and included some videos/screenshots, idk how helpful it will be. Left the link
