  Does it work if you start the Screen Capture tool by double-clicking the file "VEGAS Capture.exe" from "C:\Program Files\VEGAS\VEGAS Pro 17.0\VEGASCapture\"? I mean without having started Vegas Pro at all.

  Did not see this post before I posted mine. Same problem as Brian (OP). RX480 8 gig card and HDMI out to 4K TV. Vegas runs fine so it must be in the code of screen capture, had Vegas, Power Point, and Word running at the time of the screen grab.
