Looks like it's running into a problem at the last stage of opening which is "creating windows".

Try starting with a "factory reset" Instructions here https://www.vegascreativesoftware.info/us/forum/faq-how-can-i-reset-vegas-pro-to-default-settings--104646/

Whilst written for Vegas Pro it also applies to VMS. Make sure you tick the box to clear the cache. If it doesn't solve the problem we will need to dig deeper.

Thank you. It sounds scary but I have read the instructions. I will have no cache since I have never gotten the chance to use it. I am in the middle of a project so I will finish that on the version that works and then look into this. Thanks for the clue.

We have followed the instructions. The window for reset comes up but immediately that we clear cache and click yes for return to default the same thing comes up, No change. We have rebooted and reinstalled the software. We seem to have no problem with the installation. The product is on my product inventory. I did try to make an activation code (though the program was installed and registered). I found the computer ID and entered all in (just a blind try...to see if there was a special need for a code this time to activate). There was a error and nothing changed.

Presumably you still are getting what you showed in your first post. See if anything in the following threads helps.

Also what are your pc specs, in particular your GPU.

We took a clue from Travis and Musicvid and explored the GPU. It needed updates. The driver was updated and 3 updates installed. We then tried to open version 17 but got the same results as the above screen shot. There is one more clue (?) which I did not think mentioning. When I saw that 18 had come out before I installed 17, Magix sent me the link and registration number to install 18. Since hearing how different it is, as a long-time Movie Studio user I decided to leave 18 uninstalled (though needed specs are in my computer, but not registered or activated). I went ahead and installed this version 17. So...is it possible that Magix cancelled the 17? Thanks again for exploring all this with me.
