They could just have the legacy tools like they do now and have the new titler that does everything and better more convenient.

Actually there are already four titling tools – Credit Roll, (Legacy) Text, ProType Titler and Titles & Text. One decent titler would suffice.

The nice part here is that Vegas Pro can spread the PSD layers over several tracks.

well yes, especially that...would have saved me hours of work going back to PS, readjusting each layer, exporting a png back intop Vegas ...repeat.

I forgot that credits thing existed. I tried using it once, thought it was a nightmare then never used it again.
