I would also like to say thank you to Sony for watching the forums so closely. I for one would like to see documentation that explains the 'true' requirements for mixed/multi angle and the main event and the relaxed requirements of DVDA3. On the timeline show the 'fixes' where DVDA3 extended the angle events to match lengths. I spent a lot time reading DVDSP manual and tutorials trying to figure out how to setupmulti/mixed angle ( hoping it was the same) in DVDA3. :)

As far as adding the MC encoder settings to DVDA3 I agree with Jim. From what I have read the stream requirements for multi/mixed angle require all GOPs closed and exactly the same. That in and of itself is a tough requirement that few encoders can meet. Procoder 2, one of my favorites, can't do it. Assume for a second that VBR did not cause GOP consistancy problems. If the GOPs have to be closed with a combined data rate at DVD max then there is nothing to be gained by VBR vs CBR. In summary, As long you as you have CBR set at the max allowed, quality at the max there are no other MC settings that is going to improve the quality of the image. That's my 2 cents. :)

The DVDSP manual will give you pretty much the 'true requirements'. There are some differences in the max allowable between these two apps. The 'relaxed' requirements of DVD-A3 appear to be not that strict requirements aren't followed, but that if the user isn't following the dvd spec, DVD-A 'fixes it' for you. DVD-A's manual is fairly well written, but when it comes to this particular feature, there really isn't much info.
