Did the plug-ins come with Sound Forge or Vegas? As I recall the "Track" series plug-is were DX (Direct X),so you may need to reinstall the app that supplied the plug-ins. Do any of the other other DX and VST plug-ins work? Some of the DX plugs do not work with the 64 bit version, specifically the (DX) iZotope Mastering Suite 2 which came with SF-Pro 10, but I recall the 'Track' and 'ExpressFX' plug-ins functioned normally. I think the DX plug-ins reside in the "Shared Plugins" folder in Program files under the Sony or MAGIX name.

Thank you for the reply! The plug-ins are the default ones that come with Vegas. I have no other plug-ins of any kind installed. As for the "shared plug-ins file", I found it saved on my "D:" drive while the rest of Vegas is on my C:, don't know how it got there in the first place but when I copy it to my Vegas/magix folder I still get told "The Plug-in 'Track EQ' failed to load.  Please make sure the plug-in is properly installed." So should I delete Vegas and reinstall everything?

Unless someone else has a better option, uninstall> reinstall VP. I would recommend using a third-party uninstaller like the free Revo Uninstaller which has the option to remove the old registry entries that Window's uninstaller leaves behind.
