I need help with artifacts and blocking in the video. I took this yesterday. I shot in 2.7K 60fps. The video looks good, I rendered it with a higher bitrate and it looks good on my computer.

It's unclear what the problem is. Are you unhappy with how the GoPro records the footage, how VEGAS renders it or how YouTube displays it?
In general I would recommend rendering to HEVC over AV1 in VEGAS. HEVC is GPU accelerated and doesn't have blocking artifacts.
