If you want to continue using Win7 you could use the ImportAssist tool of HappyOtterScripts. Here's a quick demo using some mts 25i 5.1 footage that I had. Basically, it just copies the video stream so there's no loss of quality and re-renders the 5.1 AC3 to 5.1 wav which Vegas can easily import. It's works much as @Former user suggested.
