Did you see my last note regarding NewBlueFX's instructions how to do it as a work-around? For me, that seems to be the easiest way only because I do not have to cross fade two videos together in order to perform this task. As I stated in an earlier post, I use the ZOOM plugin at the very beginning of a video as an intro to start the video as it plays, and you can also use it as an outro at the end of the video too WITHOUT cross-fading any other video at the beginning or end. In other words, one single video can stand alone in the track and you can still perform this task. Edward at NewBlueFX saw that you cannot "drag and drop" the ZOOM plugin either like all the other ones and he said he was going to report it as this needs to be corrected. But he found a work-around. In case you did not see it, this is what he said:

However, I did find a workaround - drag some other transition to the crossfade, in the dialog that opens click on the "f+" button on the right hand side at the top, and then double-click on the NewBlue zoom transition. So, you can do this with a single video on the track without cross-fading another video into it. And in my case, I usually have only the video I want to use ZOOM on a single track with nothing else on that track.

I so appreciate all the input because, until there is a "back-to-a-normal-fix", we now know of 3 different work-arounds!! And I was just thrilled to get it working somehow!! Thanks again Jack for all your help as others benefit from this post as well!

@Debbie-Whitmer Just when you thought we had run out of workarounds here's another one.

Place a normal fade at the beginning (or end) of an event. Select the event and right-click on the fade. Up at the top of the context menu there's a 'Transition Properties' option. Select that and the Plug-in chooser will open where you'll be able to select the Zoom transition. Then click OK.

This method might actually be the quickest of the workarounds.

P.S. Yes, I did see your comment about Edward's workaround. 😉
