Black band does not appear

Hello,
I'm using google translator because I do not know how to formulate sentences in English, just read.
My problem is that the black band that usually appeared on mobile videos or videos that did not match the proportions of the project format that was working does not appear anymore.
So every time I put a video made by the cell phone, for example, the black belt does not appear and I can not rearrange it in the correct format.
It's like it's right, but when it comes to rendering it, the black strip appears on the video. When I try to rearrange it in the right proportions it is stretched or cut because I can not see the black strip to do the process correctly.
Attached is a print to understand better. The print was taken the moment I imported the video from the computer to sony vegas and it stays that way, without the black belt. Even if you remove or put the aspect ratio it continues the same way and I do not find the option to show the black strip normally.
The other prints are showing how it does not stretch on the previous image.

Where is the option to show this black belt?

Software version: Sony Vegas 13 (build 290)
Prints:
1 - After importing the video
2 - Aspect Ratio Unchecked
3 - Marked Aspect Ratio
4 - Source "No"
5 - Source "Yes

Nothing changes, does not show the black strip, but at the time of rendering the video is in a proportion that I can not resize it, be it with black belt, be stretched, or anything. I need the black belt as soon as I import the program videos.

And please update to Sony Vegas Pro 13.0 build 453 or (Magix) VEGAS pro 13.0 build 545.

I had this problem recently since I've been testing the new GPU enabled magix avc (I've been using Sony AVC for years).

Look in your rendering template properties (when you go to render not project properties) and make sure "Adjust source media to better match project or render settings" is unchecked. That resolved it for me (black bars not showing while working/previewing but showing up during render)
