Can a video be made to be transparent?

Is it possible to layer a video/still over another video and have the top layer transparent? This already happens through "fades", but what if you want to sustain this transparency throughout the segment?
Or place a video or image with an Alpha Layer on a track above.
And/or apply a Track Compositing Effect if you want the layers to interact.

@john_dennis@andyrpsmith Shame I cannot tag you both as 'solutions' as you are both correct, thank you! This helps!
@mark-y Does the video have to be a special format or recorded in a special way to get that alpha layer? Could I re-encode it perhaps, to get that transparent quality?
Your overlay video or image must be created as RGBA32, not RGB24, --or-- a Mask or Chroma Key or Secondary CC can be used to reveal the transparency. Only certain formats support an Alpha Layer, and they can be found by using the forum search feature.
If you would like to ask questions about Alpha and Compositing or Masking, feel free to do so in a new discussion, it is a lengthy one.
