The normal way by opening in the project and adding to the timeline out of the Vegas explorer or Project Media bins
The program opens all Mp4's with your MediaInfo and heavier ones 4K without any problem or limit.

I've tried these solutions but they don't work, I get an error message when I try to import the file.
My hardware specs : 1080 GTX - I7 6700K CPU - 16 GB RAM - Windows 10

Yah, go with John's suggestion and convert it with handbrake. There's something about that file that's confusing VP.

The files downloaded from the site referenced by @east do arrive Blocked.
Clearing the "Blocked" Box and applying allows Vegas to open the file without incident.
I Cleared the "Blocked" Box. I can't open it. Chat did you do after you had Clearing the "Blocked" Box ?
