Are you wanting the LENGTH of the clip or the TIME of the clip within the whole file?

Select the clip (event) or area of the timeline you wish to "time" .. The "Selection length" is visible in a small window on the extreme right and just below the timeline. There are three very small windows there. Selection Start, Selection End and Selection Length.

I'm really trying to find a way to get the ACTUAL CLIP TIME. Not clip length. I may be at say 20 min mark on timeline but this might be a 3 min clip and I just want to know WHAT time or frame that Particular clip my curser is on.

From the "view" menu, open "Edit Details" and change the options to show: "selected events" and "all fields." Select the event you want info about.

I think I finally understand what you want. Edit details will give you the timecode of the start and stop, but not at the position of the cursor. To get this information, right-click and open trimmer. The number you want will be displayed in the lower left box. That should correspond to timecode of the clip at the cursor. Try it.
