The original file you said it was VOB. A VOB file is DVD resolution, and 29 mbps is too much for it, you are burning storage for nothing.

Anyways, I don't see we are going anywhere here.

I just did everything again and lowered the Bit Rate to 9024 I think anything lower goes below 9,000

And still bad Qwality and Pixaleated.
I did try to see if I can upload it and it is to big it told me the size of the VOB File was 36.6 MB

Years ago I did use something called DVD Decripter I think to convert VOB File into working Files.

Do I have the name right of the Program and do they still make it I could try that??

If you exported with SUPER the way you said, then it's not bad quality, not pixelated. If it comes out pixelated, it's because that's how the VOB file was in the first place.

Well I should not say Pixleted.

It Plays and then Disalves in spots and the sound is Chopy.
It does play ok befor I try to convert it.

If Vegas can edit it, and you render with it at the end from vegas without these problems, then go ahead and use it, no matter if your current media player plays the audio choppy or not.

OK I just got HandBrake to see if it would convert one of my AVi Files.
And it comeout the same way
When I go to play it after it converts it it looks like Spinning Lights.

It must be something I am doing since it hapens with 2. Programns.
What is you thoughts??

We can't guess without having the original file. You really need to find a server and upload that 36 MB VOB file you got there.

I'd like to know if you ever tried renaming the .vob files to .mpg and putting them on the timeline as-is. That's what many folks have done for years and it works fine for them.

That works, unless the OP is trying to rip copyrighted commercial DVDs. If that is the case, this is probably not the best place to be asking for assistance.
