Creating this "analyse" effect / Effect creating

Hello guys,

recently I wanted to create an analyse effect, like in the link here ( https://www.videoblocks.com/video/human-being-futuristic-vision-vision-and-control-and-protection-of-persons-control-and-security-in-the-accesses-surveillance-system-saocod81xiuij28bz ) But I dont know how I cant create this with vegas pro 17.

 

Do you have some ideas how to create this effect ? Or is it only possible with AE ?

I would do the circular graticule as a multi-layer transparent .PSD in Photoshop and import to Vegas Pro with each layer on a track of its own. Use Track Motion and/or Pan/Crop to keyframe any movement that you need. The eye video goes on the bottom track in Vegas. It doesn't seem that complicated to me.

It's possible, but unlikely. I'm going to mow my grass before the temperature reached 104 degrees F.

@michael-harrison yes i would like to see how you would make this :) !!! Maybe in the end we have 2 diffrent ways to make this effect.
