I was able to install Debug Frameserver 2.14 into the Vegas 9.0e 64-bit program folder and serve out to DVD Architect 5.2. The audio was 48 kHz, too.

That was just a quick go-no-go test. Didn't create a Blu-ray.

I chose the right directory this time and the "render as" choice was there. Good.
But the render progress remains at 0% as the remaining time clock keeps climbing on and on. It's a 5 second clip.
I know I should go to the frameserver forum but I've been loathe to create a Google account for various reasons. Know of any other good help routes for using frameserver?

0% progress and the remaining time climbing are normal. Frameserver has no idea what the client is going to do so those values are what they are. Once the client is done, you simply click stop serving in the frameserver dialog.

What client/program are you frameserving to?

I want to serve to AviSynth. Unclear on how to do that.
OK, so I started the Frameserver, then I opened the .avs script in media player, and it says "unable to load plugin" with the directory info pointing to the TIVTC.dll I downloaded. Am I on the right track?
I'm using a John Meyer script.
