Now this is already possible in Vegas, but it is accomplished via several steps.
What some people are after I think is an "instant" way of doing this.
How about having a separate "Text Template" .veg with whatever look is wanted (and possible), then Save as, change the Text to suit and drop this in as a nested project.

That's almost instant!

As for scrolls, I always use the placement tab in the normal Text Generator - no problems.

Edit - Thinking about this - rather than relying just on the good nature of fellow Vegas Users for producing .vegs, Sony could supply a range of these for download!
