actually took the glow plug off and still doing it when keyframing still size below the dialog track. never had this happen before very weird.

OK so i rendered to avi and it is in sync so must be some render thing as I was using my "youtube" setting which is mp4

mp4 is just a wrapper, not a codec.
Put a screenshot of your render settings in here.

Also check to see if your source media is variable frame rate.

This ended up being a blessing since the quicktime/mp4 render was having the issue i tried Avid and it worked great

I will note that I used to use QT/Avid to Handbrake several years ago but i was reading threads that YT has updated its compression over the last few years so I started just using QT/mp4 to YT. In this case it wasn't working so I switched back to QT/Avid and straight to YT. File size is huge but this is only a 5 mintie video so I can get by. It would be nice to have a render options that give same quality as QT/Avid and has uncompressed audio option (its a music video)
