I'm not sure, but the "neon path" effect added in the recent update is a limited version of what "saber" does. Same effect basically, but limited in that it only works on masks and text, so you have to mask any logos you want to do the "energy trace" effect to, which can be very time consuming because VE and Hitfilm both do not yet support auto tracing of masks like AE does. I've passed the request to add that feature all the way up to FXHome, let's see if it gets anywhere. There's a bunch of saber-like tools in VE, just search for "neon" in the fx.
