Though I'm happy to be corrected, but I've never seen any availability of an SDK for Vegas Pro (links, advice about how to access, etc) over the years. The closest to the availability of developer tools is contained in this webpage - https://www.vegascreativesoftware.com/us/downloads/ - but it relates only to scripting.

I think you have to contact the development team directly as it's not something posted publicly. I believe there is one and plugin developers, etc. use it.

#5 in your list, Scripting was first introduced in Vegas Pro 4 so it's only available on 4 and newer (although I doubt anyone is using 1, 2, or 3...)
