The video rendering option does not allow this option. How do I force the program to render at 30 FPS?

Check the Voukoder rendering plugin. It will render the video completely automatically using the parameters in your project Settings.

By typing 30 in stead of  29.790

Depending on the used render codec, you can manually customize the frame rate of render template.

Of course Voukoder (also my favorite) makes such customizing unnecessary.

As said before not every codec allows to retype another framerate than the ones shown in the dropdown menu.
