I think we're going to need more words from you. :-)

Are you asking if you can favorite fx the way you can render targets?

System 1:

Windows 10
i9-10850K 10 Core
128.0G RAM
Nvidia RTX 3060 Studio driver [most likely latest]
Resolution        3840 x 2160 x 60 hertz
Video Memory 12G GDDR5

System 2:

Lenovo Yoga 720
Core i7-7700 2.8Ghz quad core, 8 logical
16G ram
Intel HD 630 gpu 1G vram
Nvidia GTX 1050 gpu 2G vram

I mean the effects of transitions between the scenes not the effects imposed on the video because it can do the trick

If you are surprised that you do not get a satisfactory answer, you may not have expressed yourself sufficiently (yet).
Describe in more detail:

  1. What is the current situation?
  2. What exactly are you missing?
  3. What should it look like in the end?

And what to explain the question is simple. Is it possible to add your folder to the effects of transitions between scenes to add your favorite most-used effects to it. Such a possibility is in video effects in transition effects there is no such option at least for me

Of course that is possible, when you use the Plugin Manager, you can make favorite folders for FX and transitions.

If I understand (now) correctly, you want to put your most used transitions in a favorites-folder so that you don't have to search through everything every time.
I do this with the plug-in manager, where you can create a favorites-folder yourself.

It is a bit tricky, because in my opinion it does not program 100% Windows-conform and is not described in the manual.
1.) Mark "transitions"
2.) Create a new folder using the button (above)
3.) Leave the cursor on "Transitions" (so that All transitions are selected)
4.) Search for the transition in the right field (use slider if necessary)
5.) Drag and drop your transition into the "My favorites" folder.

If another folder is selected (32-bit floating point, third-party provider, etc.), drag and drop does not work.

this manager plugin is some kind of script or is it built into vegasa by default.

Built in as default, but not showing up by default in the docking area. To make it visable go-to View/Window/Plug in Manager.
