The preview window in Vegas doesn't auto fit the project aspect ratio, so you can't see that boundary, & you're swapping from 1920x1080 to 1080x1920 in your video without changing the Preview tab window to suit! So I think your example is flawed & you're understanding of what you're seeing isn't correct.

To put it simply -
This a 16:9 1920x1080 project with the window roughly the correct shape (16:9)
& this is a 9:16 1080x1920 project with the window roughly the correct shape, both work exactly the same ie there's a boundary.
@Gid I don't think a single other editor behaves the way Vegas does, and certainly should not behave that way to be honored with the term 'intuitive' . Premiere,Resolve,capcut,Magix Movie editor all behave the same because logically they should behave that way.
The first time I used Vegas I thought that was weird years ago, as you appear to have done also, but you've convinced yourself it's normal.
@Todd-AO I don't agree, there could be some improvement in the way Vegas zooms & access to some sizing controls but they all work within the boundary of the project. How big the preview window is is actually irrelevant, I show that to try & explain the project boundary. ie the space you are working within whether that be 16:9 or 9:16.
Magix Movie Studio, access to the transform SPR (Size, Position, Rotation) is still there but you still have to work within the project boundary
Vegas loses access to the plugin Transform controls but you have to work within the project boundary
Vegas effects you have to work within the project boundary
Same with Resolve, you have to work within the project boundary
Mocha Pro, hard to show it but you're still having to work within the project boundary
Silhouette, you have to work within the project boundary
& Gimp, I know it's a photo editor but you still have to work within the project boundary
Show me one that doesn't? One that allows you to work outside that boundary? I don't have Premiere anymore to try it.

@m3lquixd is showing a 9.16 project on a roughly 9:16 preview window & yes it looks correct, but then changes to a 16:9 project but shows it on the same 9:16 preview window & wonders why the image gets cut off, he's not taking the project size into account, ie the project size boundary, the space you're working within, @Todd-AO If you do not agree then I believe you don't understand this either.
Edit - he shows the 16:9 project on the 9:16 preview window first making out as if there's something wrong but my point still stands,
@Todd-AO Yep, all the pictures I posted could have the project changed to 16:9, the preview window changed to 9:16 & would work the same as my MMS2025 vid & like @m3lquixd video.
In your video it's Pan/Crop that works differently, you changed to Match Output & it works, It does have '... /Crop' in the title but how it's different to a transform fx is beyond my ability to explain.
Try Track Motion, PinP or a Transform fx & it works like your editors.
I believe it would be much more enjoyable if the video preview behaved like this.

But I got the engineer's reply that it was not easy to do. This is understandable. The source code of the preview window has a history of several decades, which is very outdated and has many restrictions.
But that doesn't mean it can't be done. As long as more people vote for it, it may attract the attention of Vegas team decision makers and put it at the front of the to-do list.

When a 9:16 project in the preview window is zoomed in it's restricted by the project boundary/size, this hasn't been fixed since they added this zoom feature, I think if this was fixed maybe it would fix the problem you're trying to show, & yes this is how other programs work but not Vegas, (I'm still not sure about your example of a 16:9 project on a 9:16 preview window)
